Egypt Advances Sustainable Blue Economy in Red Sea with Groundbreaking Marine Conservation Initiatives

Egypt is taking decisive strides toward integrating sustainable economic growth with marine conservation in the Red Sea and Gulf of Aden, as outlined during a high-level review of the Sustainable Blue Economy in the Red Sea and Gulf of Aden (HESBERSGA) initiative. The discussions, led by Minister of Local Development and Environment Manal Awad, followed critical regional dialogues held in Jeddah, Saudi Arabia, and centered on aligning Egypt’s national priorities with global environmental sustainability goals while fostering responsible economic development.

A Strategic Alignment with Global Environmental Frameworks

During a strategic meeting with Sherif Abdel Rahim, Chief Executive Officer of the Egyptian Environmental Affairs Agency (EEAA), Minister Awad emphasized the initiative’s alignment with Sustainable Development Goals (SDGs) and the Global Environment Facility (GEF). The HESBERSGA framework is designed to deliver integrated, science-driven solutions that protect marine ecosystems while promoting blue economy sectors, including tourism, fisheries, and port operations.

“This initiative is not just about environmental protection—it’s about ensuring that economic growth in the Red Sea is sustainable, inclusive, and resilient,” Awad stated. The discussions underscored the need for coordinated action between government agencies, private sector stakeholders, and regional partners to achieve long-term ecological and economic benefits.


Key Projects Under Review: Protecting Marine Ecosystems While Boosting Tourism

1. Upgrading Environmental Infrastructure in Red Sea Marine Protected Areas

A critical focus of the review was the enhancement of environmental infrastructure within Egypt’s Red Sea marine protected areas. The proposed upgrades include:

  • Installation of eco-friendly mooring buoys to reduce anchor damage to coral reefs, a major concern in high-traffic diving and yachting zones.
  • Designation of safe anchorage zones to prevent unauthorized anchoring in sensitive habitats.
  • Implementation of advanced navigation support systems to guide vessels away from fragile ecosystems.
  • Deployment of real-time environmental monitoring equipment to track water quality, marine biodiversity, and pollution levels.
  • Comprehensive training programs for protected-area inspectors, yacht operators, and diving guides to ensure adherence to conservation protocols.

Minister Awad directed officials to prioritize accurate mapping of coral reef locations and establish dedicated mooring systems for recreational boats and diving vessels. Additionally, she stressed the need for expanded environmental monitoring and capacity-building initiatives to minimize human-induced damage to marine habitats.


Eco-friendly mooring buoys and designated safe anchorage zones are proposed to protect Red Sea coral reefs while supporting sustainable marine tourism.

2. Launching a Green Ports Initiative for Red Sea Maritime Hubs

To reduce pollution and carbon emissions, Egypt is developing a comprehensive green ports program for its Red Sea maritime facilities. Key components include:

  • Environmental impact assessments for all major ports to identify high-risk pollution sources.
  • Certification under ISO 14001 environmental management standards, ensuring adherence to international best practices.
  • Real-time air and water quality monitoring systems to detect and mitigate pollution incidents.
  • Enhanced waste management systems, including plastic waste reduction programs and recycling initiatives to curb marine litter.
  • Decarbonization strategies, such as transitioning to low-emission fuel sources and adopting electric vessel technologies.

This initiative aims to position Egypt’s Red Sea ports as global leaders in sustainable maritime operations, attracting eco-conscious shipping and tourism industries.

3. Integrated Marine Spatial Planning for Coastal Governance

Another critical discussion point was the development of an integrated marine spatial planning (MSP) framework. This project seeks to:

  • Optimize the spatial allocation of economic activities (e.g., fishing, tourism, shipping) along Egypt’s Red Sea coastline.
  • Enhance governance mechanisms to prevent conflicts between development and conservation efforts.
  • Establish zoning systems that protect marine protected areas (MPAs) while allowing sustainable resource extraction.
  • Leverage geospatial technologies to model ecological impacts and guide policy decisions.

By adopting MSP, Egypt aims to balance economic growth with ecological preservation, ensuring that future development does not compromise the health of its marine ecosystems.


Regional Cooperation and the Role of PERSGA

The review also highlighted Egypt’s participation in the Regional Organization for the Conservation of the Environment of the Red Sea and Gulf of Aden (PERSGA). During the PERSGA national focal points meeting, key achievements and future priorities were discussed, including:

  • Strengthened regional cooperation in marine pollution control, emergency response, and scientific research.
  • Establishment of an early warning network to detect and respond to environmental threats, such as oil spills or illegal dumping.
  • Creation of a regional marine emergency assistance center to coordinate rapid response efforts across the Red Sea and Gulf of Aden.
  • Enhanced information sharing among member states to improve data-driven conservation strategies.

Minister Awad emphasized the urgency of combating illegal fishing—a persistent challenge in the Red Sea—and reducing plastic pollution in coastal tourist destinations. She proposed a national action plan to:
– Deploy more surveillance patrols to deter illegal fishing activities.
– Promote reusable alternatives to plastic bags in high-traffic tourist areas.
– Expand public awareness campaigns to educate locals and visitors on sustainable marine practices.


Egypt’s Commitment to a Balanced Blue Economy

In closing, Minister Awad reaffirmed Egypt’s unwavering commitment to the Sustainable Blue Economy initiative, framing it as a cornerstone of responsible development. “The Red Sea is not just an economic resource—it is a lifeline for biodiversity and future generations,” she declared. “By investing in innovative conservation technologies, regional collaboration, and sustainable infrastructure, we can ensure that economic prosperity and ecological integrity go hand in hand.”

The HESBERSGA initiative represents a paradigm shift in how Egypt approaches marine resource management, blending cutting-edge environmental science with pragmatic economic strategies. As implementation progresses, the country is poised to set a global benchmark for sustainable blue economy development in one of the world’s most ecologically rich and economically vital regions.
